What is a Permanent Residence Permit?

A permanent residence permit means a document entitling a person to reside in the Republic of Lithuania and certifying the person’s official status of permanent resident.

Conditions for Issuing a Permanent Residence Permit

 
You may be issued a permanent residence permit if you meet one of the following grounds:
 
1)    You have retained the right to citizenship of the Republic of Lithuania;
 
2)    You are a person of Lithuanian descent;
 
3)    You have entered the Republic of Lithuania for residence joining a citizen of the Republic of Lithuania as her/his family member;
 
4)    You have lost citizenship of the Republic of Lithuania but you are living in the Republic of Lithuania;
 
5)    You are a child under the age of 18, born in the Republic of Lithuania and your parents or one of them are citizens of the Republic of Lithuania whose place of residence has been declared in the Republic of Lithuania or who holds a permanent residence permit;
 
6)    You are a child under the age of 18, not born in the Republic of Lithuania and your parents or one of them are citizens of the Republic of Lithuania whose place of residence has been declared in the Republic of Lithuania or who holds a permanent residence permit;
 
7)    You have been granted refugee status [nuoroda I straipsni; #61] in the Republic of Lithuania;
 
8)    You have been living in the Republic of Lithuania for a continuous period of the last 5 years holding a temporary residence permit.
 

A person qualified for a permanent residence permit must meet these conditions as well:

 
1) You meet the conditions of entry set in Schengen Borders Code;
 
2) You have a valid document evidencing that you have sickness insurance coverage when in the cases established by the Government of the Republic of Lithuania you not covered by compulsory health insurance.
 
3) You have adequate means of subsistence [nuoroda I straipsni; #47] and/or receive regular revenue, which is sufficient for your stay in the Republic of Lithuania.
 

A Permanent Residence Permit may be issued or replaced if:

 
1)    You change your personal data;
2)    The permanent residence permit has become unsuitable for use;
3)    The validity of the permanent residence permit has expired;
4)    There are inaccurate entries in the permanent residence permit;
5)    The permanent residence permit has been lost.
 

Necessary Documents

 
To obtain a permanent residence permit, you must submit following documents:
  • A written application;
  • A valid travel document;
  • Documents providing evidence of a valid sickness insurance coverage;
  • Documents substantiating your right to obtain a permanent residence permit (described above);
  • Documents proving that you have sufficient funds and (or) receive a regular income that adequately covers the subsistence costs in the Republic of Lithuania.

Consular costs

 
The consular costs for first time applicants:
 
·       For arrangement of the documents – 150 LTL;
·       For issuing a permanent residence permit – 20 LTL.
 
Costs for replacing the permit;
 
·       For arrangement of the documents – 40 LTL;
·       For issuing a permanent residence permit – 20 LTL.
 

Place of Issue

 
You shall submit documents for the issue or replacement of a permanent residence permit to the institution authorised by the Minister of the Interior [nuoroda I straipsni; #49].
 
The decision on the issue of a permanent residence permit shall be made by the Migration Department.
 
The permanent residence permit shall be issued by the institutions authorised by the Minister of the Interior [nuoroda I straipsni; #49].
 
The permanent residence permit shall be replaced by the institutions authorised by the Minister of the Interior [nuoroda I straipsni; #49].
 
The decision on the withdrawal of a permanent residence permit shall be made by the Migration Department or by Vilnius District Administrative Court in case of the applicant being a threat to state security and public policy. .
 
 

Note:

 
  • A permanent residence permit shall be formulated for a five-year period and shall be replaced after the lapse of the period.
  • A person who has been issued a temporary residence permit under the provisions of family reunification may be issued a permanent residence permit provided that this person, being in possession of a temporary residence permit, has been continuously living in the Republic of Lithuania together with her/his family for the past five years.
  • The permanent residence permit may be issued if the applicant has passed an examination in the state language [nuoroda I straipsni; #62] and an examination in the basic principles of the Constitution of the Republic of Lithuania [nuoroda I straipsni; #63].
 
 
1)    Persons who have reached the age of 75, persons acknowledged to be capable of work by 0-25 % (until 30 June 2007- Group I disabled) and persons to whom the level of special needs has been established according to the procedure established by legal acts, as well as persons with severe chronic psychic disorders shall be exempt from the requirements of examination in the state language [nuoroda I straipsni; #62] and an examination in the basic principles of the Constitution of the Republic of Lithuania [nuoroda I straipsni; #63].
