Finding a job in Lithuania really depends on the situation of the economy. Due to a large emigration, we experience periods where you end up juggling between good job offers. But as the economy is linked to the global economy, it is hard to avoid a global crisis affecting us. Therefore we also experience rough drought, where jobs will be way too few with way too many overqualified people will be fighting for them. Luckily those are two extreme sides; there are also periods where things are quite normal and chilled.
In order to get a job in Lithuania, you should be able to speak Lithuanian, it is not necessary everywhere, but that is rather the exception than the rule. Restaurants are a common work place for many non-Lithuanian speakers. Unfortunately, all the websites where you can search for a job are in Lithuanian and Lithuanian only.
Like anywhere else in the world, even more so in Lithuania, connections will get you quite far towards the right direction.

The official Lithuanian Labour Exchange at the Ministry of Social Security and Labour [www.ldb.lt] is responsible for most of the labour related issues, both for individuals and for employers.
